How to get permanent residency in Paraguay in 2026?

Do you want to get permanent residency in Paraguay in 2026? There are three main routes: the classic route after 2 years of temporary residency, the SUACE program to open a company in Paraguay, and the Paraguay Investor Pass for certain qualified investments. This guide explains the conditions, the documents to prepare and the procedures not to forget after getting permanent residency, especially the transition to the permanent cédula.

What is permanent residency in Paraguay?

Permanent residency in Paraguay is the migratory status that allows a foreigner to live for life in Paraguay. It differs from temporary residency in Paraguay, which simply gives the right to live 2 years on Paraguayan territory.

Key point: the classic route works in two stages: 2 years of temporary residency, then an application for permanent residency. Once obtained, it gives a right of residence for life. However, the permanent residency card and the Paraguayan cédula must be renewed periodically.

The 3 routes to get permanent residency in Paraguay in 2026

Here is a comparative table to understand the three routes of access to permanent residency in Paraguay in 2026.

RouteWho it is forDirect access to permanent residency?What must be doneKey point
1. Temporary residency then permanent residencyClassic route Individuals, families, employees, independent workers, retirees or entrepreneurs who want to live in Paraguay in the long term. No. You must first get a 2-year temporary residency. Get a 2-year temporary residency, gather the required documents, then request permanent residency. The application can be filed from 3 months before the expiration of temporary residency, and up to 1 month after expiration with payment of a fine. This is the most common route: 2 years of temporary residency, then transition to permanent residency.
2. SUACE ProgramOpen a company in Paraguay Foreigners who want to create a real local activity. Yes, through the investor route.
  • Open a company in Paraguay;
  • invest at least 70,000 USD;
  • hire 5 employees in Paraguay;
  • provide formal employment contracts for these employees.
SUACE is an entrepreneurial route, not a simple residency for an individual.
3. Paraguay Investor PassQualified investment Productive, real estate, financial or tourism investors. Yes. The mechanism is presented as direct access to permanent residency. Productive investment from 70,000 USD, tourism from 150,000 USD, real estate or financial instruments from 200,000 USD. Direct access, but the file is checked: investment, background records and origin of funds.

Important: the classic route first requires 2 years of temporary residency. The permanent residency application can be filed 3 months before the expiration date of temporary residency. It can still be filed up to 1 month after expiration, but with a fine.

SUACE and Investor Pass are investor routes that may allow direct access, subject to validation of the file. In all cases, the authorities may check the documents, the background records and the reality of the investment.
