Opening a bank account is one of the practical steps that makes living in Paraguay easier. The right account depends on how much money you will receive, which currencies you need and the documents you can provide. This guide compares basic guaraní accounts with conventional accounts, including dollar accounts, and explains how to prepare a realistic application.

Two useful categories, with an important distinction.

A cuenta básica de ahorro is a regulated basic savings account in local currency. A “full” account is a commercial description used by some banks for a broader offer. It is not one universal legal product. Savings accounts, current accounts, dollar accounts and credit facilities have separate conditions.

Question Basic savings account Conventional / full relationship
Currency Guaraníes, Paraguay’s local currency. Guaraníes and/or US dollars depending on the product. Often separate accounts under one customer profile.
Opening documents Identity verification and the provider’s onboarding information. Identity plus income and customer-profile documents; further evidence may be requested.
Monthly receipts A ceiling applies. Confirm the bank’s current calculation before receiving money. Limits depend on the approved customer profile and channels. “Full” does not mean unlimited.
Minimum balance No minimum opening amount or average maintenance balance under the basic-account framework. Product-specific: some offers waive it, while others require a minimum balance.
Dollar savings No dollar balance in the basic guaraní account itself. A dollar savings account can hold USD once approved.
Cards and credit A debit card and eligible additional services; borrowing is separately approved. Debit, credit or overdraft products depend on the offer and approval. They are not all automatically included.

The BCP describes basic accounts as local-currency products that may be opened in person or remotely and may receive remittances from abroad within the applicable limits. Bank account Paraguay: Basic accounts: conditions, advantages and limitations

What is a basic savings account?

A basic account is designed to lower the barriers to everyday banking. Think of it as a way to receive permitted payments, keep a local balance and pay for ordinary expenses. It can be particularly useful at the beginning of a move, when you have your identity documents but are still organising a more extensive financial file.

The BCP’s 2024 presentation sets out core services such as deposits, withdrawals, debit cards and digital statements. It also explains that the monthly credit ceiling follows the simplified customer-verification framework. The limit concerns money credited to the account; it should not be confused with the number of payments you make or the balance displayed on a particular day. Source: BCP basic-account presentation.

Opening conditions

Ask which identity document the bank accepts for the exact product. A digital application may specifically require a valid Paraguayan cédula and a selfie. A residence card, foreign passport and Paraguayan cédula are different documents; do not assume an app will accept them interchangeably.

Age, phone verification, contact details and the availability of remote onboarding also depend on the provider. Simplified opening does not remove the bank’s obligation to identify you or its ability to ask about the origin of a payment.

Advantages

  • A convenient starting point for local spending without committing to a large minimum balance.
  • Access to electronic payments and a record of your account activity.
  • A potentially simpler application than a broader banking package.
  • A practical way to separate your everyday guaraní budget from savings held elsewhere.

Limitations

  • The basic account itself holds guaraníes rather than dollars.
  • The permitted receipts may be too low for regular professional income, a property transaction or a large transfer of savings.
  • “No maintenance fee” does not mean every withdrawal, replacement card or international operation is free.
  • Receiving money from abroad depends on supported channels and conditions, even where remittances are permitted by the framework.

Before sending money: request the current credit limit in writing, ask what counts towards it and check whether exceeding it requires upgrading your file. Never split transfers to avoid the bank’s controls.

Bank account Paraguay: Full accounts: guaraníes, dollars and a broader banking relationship

What does “full” actually include?

Ask for the legal product name behind the marketing label. A caja de ahorro is a savings account; a cuenta corriente is a current account, which may offer cheque-related services and an approved overdraft. Neither the word “full” nor the presence of a dollar balance guarantees credit.

For example, Itaú describes its Full option as a current and/or savings account in guaraníes and/or dollars, with additional products subject to approval. This shows why it is better to request the currencies and services you need individually than to assume every Full package contains the same features.

Typical conditions to prepare

Beyond identity, a bank may review employment, professional or business activity, income history, address, tax details, expected transaction volumes and source of funds. A foreign resident should explain both the local situation and the foreign income clearly. The list is determined by the bank and the chosen product, not by a single checklist applicable to every institution.

Distinguish income from existing savings. A salary slip explains recurring earnings; it may not explain the proceeds of a property sale. A bank statement shows that money was held in another account; supporting documents may still be needed to explain how it was obtained.

Advantages

  • Possibility of holding approved dollar and guaraní balances for different expenses.
  • A relationship better suited to documented income and larger planned transactions.
  • Access to additional services where the bank approves them.
  • More flexibility to organise foreign-currency receipts without immediately converting every amount into guaraníes.

Limitations

  • More documentation and an individual review of the application.
  • Potential minimum-balance charges, transfer fees and foreign-currency cash fees.
  • Currency risk: the guaraní value of a dollar balance changes with exchange rates.
  • Separate activation, limits and supporting evidence for international transfers.

A dollar account is useful when you need dollars. It is not automatically the cheapest way to pay guaraní expenses. Compare the bank’s exchange rate and transfer charges with the frequency and size of your actual transactions.

Bank account Paraguay: Documents to prepare as a foreign resident

Document or information Purpose What to check
Paraguayan cédula Local identity verification, especially in digital applications. Validity, readable front and back, exact spelling of your name.
Passport and residence card Additional identity and immigration information where requested. Whether temporary or permanent status is accepted for the selected product.
Address and contact details Customer records and communication. Which address evidence is accepted and how access works when you travel.
Income documents Assessment of your regular activity and expected receipts. The number of months required and whether foreign documents need translation or authentication.
RUC and tax information Identification of your tax and business profile where relevant. Whether the bank requires local registration for your case; provide accurate foreign tax-residence information too.
Source-of-funds evidence Explanation of savings or a specific large transfer. Contracts, sale records, inheritance documents or other evidence appropriate to the real source.

This is a preparation checklist, not a claim that every applicant must submit every item. For instance, an employee, a pensioner and an independent professional may be assessed on different evidence. A newly issued RUC by itself is not proof of six months of business income.

Itaú’s individual application form includes fields for source of funds, purpose of the relationship and a Paraguay business relationship for foreign non-residents. That indicates a separate assessment route may exist; it is not a guarantee that a passport-only or non-resident application will be accepted. Source: Itaú individual application form.

Which banks can you compare in Paraguay?

Start with the BCP’s register of supervised institutions. Compare the actual legal entity, product and service channels. A mobile app is a way to access services, not a separate legal category of bank. Cooperatives, payment wallets and investment products should not be treated as interchangeable with a bank deposit. Check the BCP register.

Itaú Paraguay

Itaú’s Light offer uses a valid Paraguayan cédula and a selfie. Its published monthly limit is three minimum salaries. The bank describes income evidence for requesting an increase. Its Full application asks for proof of income, cédula and selfie. Confirm which route accepts your resident profile and which currencies will be activated.

Official account options and conditions

ueno bank

ueno’s savings-account FAQ lists age over 18 and a valid cédula for app-based opening. The bank also offers dollar savings and current-account products. Its current-account guidance requests an active savings account, identity document, six months of income evidence and signed customer forms, subject to analysis. Do not apply that current-account checklist automatically to a simple dollar savings account.

Account types · Current-account requirements · Current tariff

Sudameris

The published savings offer includes guaraníes, dollars and euros. Applicants must be adults and provide Paraguayan identity, income documents and signed forms. The page gives an opening deposit and monthly average balance of ₲1,500,000 for guaraní accounts and US$1,000 for dollar accounts. These are examples for this specific offer, not minimums imposed on every Paraguayan bank account.

Official savings-account conditions

Banco Nacional de Fomento — BNF

BNF is a public bank to include when comparing local access and savings services. Its published basic-account contract provides for guaraní savings and no minimum opening deposit or average maintenance balance. Ask the bank for its current opening procedure and tariff: an older downloadable contract should not be used as proof of today’s transaction limit or ATM charges.

Banco Continental and Banco Familiar are additional names to investigate through the current supervisory register. This selection is a starting point, not a ranking or an endorsement. A bank that suits a salaried local customer may not be the best match for someone receiving a foreign pension or professional income.

Private banks, public banks and digital banking

A useful comparison separates ownership from delivery channels. Private commercial banks offer retail and business services. A public bank such as BNF has a different ownership structure. Either can offer digital access alongside physical services. Branch convenience, language support, cash handling and overseas access are more useful selection criteria than assuming that “digital” means every application can be completed remotely.

How to open a bank account in Paraguay: the practical sequence

  1. Describe your needs. Write down your expected monthly receipts, their country of origin, your currencies and any large one-off transfer.
  2. Choose the product. Ask whether a basic account covers that activity or whether conventional savings and a separate dollar account are needed.
  3. Obtain the exact checklist. Identify yourself as a foreign resident, specify your immigration documents and explain whether your income is local or foreign.
  4. Prepare a consistent file. Match names, addresses and dates across identity, income and source-of-funds evidence.
  5. Complete identity checks. Use the official app or branch and complete any required selfie, signatures or interview.
  6. Wait for actual approval. A submitted application or an active app login is not proof that a dollar account or international transfer service is enabled.
  7. Check the contract and test the service. Verify the currency, account details, limits and fees. Make a small legitimate test payment before relying on the account for essential expenses.

Keep your login recovery details current, particularly before leaving Paraguay. Confirm how a new phone, a changed telephone number or an expired identity document affects access. These practical details can matter as much as the opening fee.

Fees, exchange rates and international transfers

Compare the total cost of the operations you actually plan to make. A free account can still be expensive for foreign-currency cash or cross-border payments. Conversely, an account with a minimum balance may be worthwhile if its services fit your needs and you understand the conditions.

Cost to ask about Question for the bank
Maintenance and minimum balance Is the requirement based on a monthly average, and what happens if I fall below it?
ATM and counter withdrawals Which network and number of withdrawals are included? Are there third-party charges?
Dollar cash What fees apply to USD deposits and withdrawals, and must cash be requested in advance?
Incoming international payments Can this exact account receive the payment, in which currency, and with which intermediary fees?
Outgoing transfers What are the bank fee, correspondent charges, exchange rate and permitted purpose?
Cards What are the delivery, replacement, foreign-use and currency-conversion charges?

A local transfer and an international wire are different services. For money from abroad, request the beneficiary details and routing instructions directly from the bank. Verify whether the payment remains in dollars or is converted, and whether charges are deducted before crediting your account.

For a property purchase, investment or transfer of accumulated savings, discuss the documents before sending funds. The bank may need time to review the transaction. Plan around the receiving account’s approved capacity rather than assuming that a newly opened basic account can accept the entire amount.

Security and deposit protection

The BCP explains that the deposit-guarantee framework for participating private institutions is generally capped at 75 minimum salaries per depositor, per institution. Several accounts at the same institution do not multiply this protection; aggregation, eligible deposits and the treatment of debts matter. Do not read a general “protected funds” statement as unlimited insurance for every balance or financial product. Source: BCP deposit-guarantee FAQ.

Ask how protection applies to the exact institution and product you choose. Keep banking deposits separate in your thinking from securities or investment funds. They may involve different risks and arrangements.

Download apps through the bank’s official channels, protect verification codes and check payment beneficiaries carefully. If someone offers to “unlock” an account or approval for an unofficial payment, contact the bank through a verified number. An account opened in your name should remain under your control.

Frequently asked questions

Can I open an account with temporary residency?

It depends on the bank and product. Several digital offers specify a Paraguayan cédula. Confirm acceptance of your particular documents and resident profile. Temporary Residency does not guarantee approval, and Permanent Residency is not a universal prerequisite for every account.

Do I need a RUC for every account?

Do not assume so. Basic digital checklists may focus on identity, while conventional or professional use can require tax and income information. Ask the bank what applies to your situation.

Can I hold dollars in a basic account?

The regulated basic savings account discussed here is in guaraníes. Holding dollars requires an appropriate dollar product. Being able to use a debit card abroad does not mean the underlying account has a dollar balance.

Does a full account have no limits?

No. Account activity and transfer channels remain subject to the bank’s approved profile, controls and product conditions. Ask for the specific limits instead of relying on the word “full”.

Must I show three or six IVA returns?

There is no single number for every bank and applicant. Different official product pages request different evidence. Employees and pensioners should ask which documents are accepted for their income rather than submitting business returns that do not reflect their activity.

Does opening an account establish tax residency?

No. Banking, immigration status, RUC registration and tax-residence certification are separate matters. Report your circumstances accurately and assess tax obligations independently of the account-opening process.

Which bank is best for a new resident?

The best fit depends on document acceptance, currencies, transaction amounts, service access and total costs. Compare two or three written offers for your real situation before choosing.
